I spent today looking over an algorithm that I could use to see where blackouts may occur. It does seem to me that you need to be under the grids that have above ground power-lines to be included in a blackout option. Those with lines under the ground need not worry. So with that being said, lead-time is very important to me, a reason Southern California Weather Force is above in the region for public trust and choice. An algorithm has been developed.

NOTE: The red-zones are blackout zones ONLY if the lines are above ground. I do not know what the grid is so use it as a precaution.
Upper Left – Thursday
Upper Right – Friday
Lower Left – Sunday after 4am into Monday
Lower Right – low clouds moving back with drizzle/light rain under them on Sunday evening / overnight before the winds hit again on Monday. The winds on Monday will be colder than Thursday’s winds and you will notice that difference.. it won’t even get into the 80s for the metros.
