Discussion: Strong upper divergence; or lift, is expected over the area today out ahead of an upper level low moving across the Raiden Storm Diamond. As the day moves on, a surface low will develop offshore San Diego County. Southeast winds at the surface with surface instability added will make for the low level shear for waterspouts thay can turn into tornadoes as they hit the coast, even continuing Inland at times.
Lightning, hail, and Strong winds also will be in the cards along with brief heavy rainfall, especially between 3pm and 6pm . .
